The Loan 2766-MON: Higher Education Reform Project executed by Ministry of Education, Culture, Science and Sports (MECSS), and financed by Asian Development Bank (ADB) aims to deliver outputs on improving (i) quality and relevance of higher education programs; (ii) effectiveness of higher education management, financing, and governance; and (iii) equity and access to higher education. The project outcome is an improved, well-managed, and equitable higher education system. The project impact will be an increase in the number of globally competitive higher education graduates that are adequately skilled to the needs of the labor market.

The MECSS is now accepting applications for a vacancy of Procurement Specialist, the staff of the Project Implementation Unit. The Procurement Specialist will be in charge of procurement of goods and works, and consulting services, and report to the Project Coordinator.

A. Scope of Work

The main duties and responsibilities of the Procurement Specialist will include the following tasks, but the Specialist is expected to reform any other tasks in the areas of responsibilities as deemed necessary. S/he will reform the assigned tasks under the direct supervision and guidance of the Project Coordinator:

Manage and monitor all the procurement activities in accordance with agreed procedures of the Government of Mongolia (GOM) and ADB;
Prepare and update annual procurement plan in accordance with the project implementation plan, in a form and manner acceptable to GOM and ADB;
Prepare the procurement documentation including bidding documents, request for proposal, draft contracts and etc;
Prepare the cost estimates for procurement packages in coordination with the project financial specialist;
Prepare and coordinate pre-qualification, advertisement, enquiry and clarifications, short-listing, and evaluation of bids and proposals, complaints;  and obtain all the necessary approvals from GOM and ADB;
Organize acceptance of goods and verification of bidder’s compliance with the contract provisions;
Guide, advise and assist  the higher education institutions supported under the project, on GOM and ADB procurement guidelines;
Manage the procurement filing system in a systematic manner in coordination with the project administrative assistant; and
Report the procurement activity status and progress to the MECSS and ADB.
B. Required Qualification and Selection Criteria

The Procurement Specialist is required to possess the following qualification, skills and expertise to qualify for the position:

Bachelor’s degree in relevant field
Three years of procurement experience preferably working in a project financed by ADB, World Bank or other development partners
Good knowledge of the government and internationally acceptable procurement policies and procedures
Strong inter-personal skills and good team player
Fluent English in speaking and writing
Proficient in MS Word, Excel and Power Point
C. Application Submission Procedure

Application should consist of the following documents prepared in English language:

1. Curriculum vitae

2. Cover letter (maximum two pages), describing the reasons for applying to this position

3. Reference or recommendation letters (no more than three) from the current and/or previous employers

4. Copies of all diplomas and certificates

The application should be submitted in a sealed envelope. The submitted documents will not be returned to the applicants.

The application must be hand delivered no later than 3 p.m. October 21, 2016, to Mr. J.Ganbaatar, room No.413 of the Ministry of Education, Culture, Science and Sports located at Government Building 3, Baga toiruu 44, Sukhbaatar district of Ulaanbaatar city, Mongolia.

D. Selection Process

Only the short-listed candidates will be contacted and asked to (i) have a job interview with the MECSS' selection committee; and (ii) provide original copies diplomas and certificates at the interview.
