6.OBJECTIVE AND PURPOSE OF THE ASSIGNMENT
Initial stage of CDIO standards and approaches introduction in Mongolia, and its application in
engineering and technology programs of the Mongolian selected universities started from October 2015
and completed by January 2018. Based on successful application of the CDIO standards in three
programs such as Telecommunication, Textile technology, and Industrial Automation at Mongolian
University of Science and Technology (MUST),
MECSS decided to implement Advancing CDIO round
from April 2018.Advancing CDIO aimed to a) enhance and strengthen the CDIO framework implementation in Mongolia, and b) apply CDIO standards into additional programs for the six selected higher education institutes (HEIs). Namely, MUST, National University of Mongolia (NUM), Mongolian University of Life Sciences (MULS), Mongolian University of Arts and Culture (MUAC), National Defense University of Mongolia (NDUM), and Mongolian National University of Education (MNUE) are the primary beneficiaries of the Advancing CDIO round. The Advancing CDIO have been implemented in six programs of the six state owned universities and directly benefitted a total 160 participants from top national universities. 26 master trainers were trained to conduct follow-up cascading trainings in CDIO for more than 100 university faculty, which arescheduled for 2019. Also, this stage included assessment of CDIO methodology implemented programs, organization of research conferences on achievements and findings, and development of Digital content on some training packages. The following the CDIO approach, in August 2018, the MECSS developed and approved a policy on development of the Outcome Based Education (OBE) in higher education. The MECSS is now seeking to further enhance research capacity of universities and implement OBE concept which is based-on the approach of CDIO standards. It’s fundamental to support the implementation of OBE concept to the Mongolian higher education system through sustainable implementation and shaping of CDIO approaches.
7.SCOPE OF WORK
The CDIO Education Consultant will lead and manage the cascading of Advancing CDIO phase under the guidance of the MECSS, MUST and HERP Implementation Unit. The consultant will work with the CDIO Training Coordinator, another consultant to be recruited under the project, providing the guidance and having the lead role in achieving the following:
(iii) Implementation of the OBE policy among all HEIs with educational programs;
(iv) Sustainability of CDIO initiatives focuses on strategic requirements and raising professional academic standards to strengthen CDIO implementation; and
(ii) Organization of the CDIO-2020 Asian Regional Meeting in Mongolia.
8. EXPECTED OUTPUTS AND
3 1 CDIO - Conceive Design Implement and Operate
A.The consultant is expected to deliver the following outputs during and at completion of the service
:(7 The OBE concept application and implementation plan are successfully implemented;
(8 Competence of faculty members on adoption of the OBE concept is strengthened;
(9 Recommendations, policy and guidelines on implementation of CDIO approaches in the frame of OBE policy implementation in higher education programs are provided;
(10 CDIO-2020 Asian regional meeting is organized; B . In order to deliver the outputs, the Consultant will carry out the following detailed tasks:
(v) Find an effective way to teach and consult of capable CDIO Master trainers into the program development of HEI’s and support to sustain initiated activities;
(vi) Synergize daily activities with CDIO Training Coordinator;
(vii) Closely involve, consult and collaborate with MUST, NUM, MULS, MNDU, MSUAC,MNUE, Higher Education Institution’s Faculty Development Center , MECSS and HERP on implementation of the subproject;
(viii) Carry out any other tasks that deemed necessary to successfully implement the CDIO subproject.
9.REQUIRED QUALIFICATIONS, SKILLS AND EXPERTISE
The qualified candidate should possess the following skills and experiences:
Advanced degree in engineering or education from recognized national or international university;
Over 3 years of relevant professional experiences in engineering, higher education, or other relevant areas;
Experience with quantitative and qualitative research methodologies;
Be CDIO master trainer or successfully completed the 5 components of training; Ability to produce good quality reports in English and Mongolian
